Why does some portion of the HIV-1 gag gene align to the pGIPZ vector?

There is some sequence from the gag gene (the packaging signal) found on the GIPZ vector. This comprises only ~350nt of the gag gene which is far less than what is required for a fully functional gag gene. Most, if not all, lentiviral vectors encompass this part of the gag gene.
